Never found a shipper - still waiting on refund

UTS said they could ship my car for $700. It wasn't the cheapest and wasn't the most expensive. They kept following up with me when I was making my decision so they seemed trustworthy enough - they're just a broker afterall. I agreed, paid the $225 and waited...and waited...and waited. After 3 weeks I finally decided I was done waiting and paid a friend to drive the car to its destination. I submitted a cancellation request on August 26, after signing the original contract on August 6. It is now September 27 and I still have not been paid my refund. They were only able to offer me shipment on one date before I cancelled, but they wanted an additional $100 above our contract price to get it to me. I told them it was unacceptable and I was never contacted again regarding my shipment. I called multiple times and spoke to their salesperson (Elizabeth Moreno) who kept forwarding me on to their dispatch person (who never answered or called me back). I spoke to Maribel in their claims office and she told me there was some change in their structure that was delaying everything. Either way, I've been waiting a month to collect my money, my car was never shipped, and the customer service is awful. I tried giving them a chance because they seemed legit, but I was duped. This is all true now it goes straight to voicemail when I call them to try and get my money back. It's probably not a scam, but they just aren't very good at their jobs.
