Separating experience with broker and shipper

Given the nature of this industry, it is difficult to separate the experience that you have with the shipping broker vs. the experience you have with the shipping company. As a customer, I tend to see the whole service as contiguous whereas it is 'legally' two separate components. While my car arrived with damage caused by lights that were temporarily placed on my trunk, it wasn't the fault of the broker. CVS was quick to provide me with information about the shipping company and its insurance company. But as my agent, should the broker have followed up with the shipper directly? I don't know. In this situation the customer is sort of in the middle. Fortunately it seems that my situation is being resolved by the shipper. In the end, I would try the company again - but I still feel that any future experience would be potluck given that the actual shipper is random. Should there be a site that the brokers use to rate the shippers, so that they avoid the bad ones and thereby make the customer happier? I think so. My $0.02.
